TV-Out Quality Issues

My video card (nVidia MX 4000 made by AOpen) has a TV out with s-video connector. My TV only has coax and RCA inputs. I bought a cable with s-video on one end and rca on the other to connect the computer to the TV, but the quality is really bad. There is a lot of flickering and scrolling bars that I can\'t get rid of.
