Notice on both cards I get the error "Failed to load module saa7127". I'm assume that this is the problem but I have no idea how to fix it. Please help

The "Failed to load module
The "Failed to load module saa7127" message is normal operation for ivtv so forget that.
Simple base models of the Dish Network STB can only output on channel 3 or 4 (switch selected). Some of the more elaborate Dish STBs that can drive multiple TVs provide output in the UHF band (14-83) for the second set. Channels 3 and 4 use the same frequencies for both broadcast and cable. Channels 14-83 use different frequencies for broadcast and cable so setup is critical for them. Your Dish Receiver manual ought to tell you what to expect. Your dmesg output looks perfectly normal to me so your problem is going to be found in mythtv-setup and static is a classic symptom of that.
Setup
My STB is a single tv unit, it is set to modulate on channel 3, I tried 4 as well, made no difference. My Pvr-350 cards are set up properly unless something has changed from 3.2, My source looks like it always has, preset to tune to channel 3, My input is set to Tuner1 on the correct card, and my channel frequency is set to US-CABLE,
My setup is the same as I always set it up under mythdora and knoppmyth. The obvious answer is that I've made a mistake somewhere, but I'm less likely to believe that because the setup to me is pretty straight forward and I've done it a million times
So do you have any guidance on where should I be looking in all this for my mistake?
Let me run through how I'm setting things up screen by screen.
Option1.
I don't really change anything here, just make sure that my recordings are going to the proper place, and I set my defualt channel frequency to US-Cable
Option2.
I select New Capture card, select MPEG-2 encoder card (PVR-x50). Set the device to Video0, and default to tuner1
I repeat for my second card, only use Video1
Option3.
Create a new source. Name it "SAT" Set my listtings to Scheadules direct, input my usrname and pass, retrieve my lineups, leave my frequncy table to defualt
Option4.
I select tuner1 on my video0 device, I give it a name "Dish" select my SAT video source, type in my external change command, preset my tuner to 4, I scan for channels, it only recognizes 3. Please note at this time I do not set a source up for my other card, I'm waiting to get one working.
Option5.
I open the option, and then close it agian, no changes here.

Your dmesg output looks fine. You state that you only have one card installed but yet you have output listing both cards. Have you in fact gone to the trouble of setting up both cards in mythtvsetup and see if things work? Any chance that maybe things aren't looking at the only card you have setup? Also DO NOT do a channel scan with analog cards!!! This is for DVB only. I really wish this could be fixed in the new release. This gets more people into trouble then they know.

I have setup both cards, I've just only using one source on one card at a time. I have tried switch to the other card, and I have the exact same problem. But I setup up both cards in Mythtv-setup and only select a source for the one I've connected the coax to. Will go back and re setup without the channel scan. and see where that gets me. and by the way thanks so much for all you help.

I went back and redid my input section without running the channel scan. No Change in the problem.
so what exactly does "ivtv1: Failed to load module saa7127" mean? So I can stop worring about it
Also I did notice that I thought I remember so lines being in modprobe.conf in my previous versions of mythdora here it is let me know:

I needed to add the following to my modprobe.conf, I'm not sure why it didn't get added automatically but it didn't

SOLVED AGAIN
After I moved my myth box to it's final resting place in my bedroom, it stopped working again and went back to the same problem I was having, it doesn't make any sense at all, but hey that's life. So I finally found a solution that seems to be working for now. I have to type a few commands to get it to work, so I think I need to add the following lines to my rc.local
/sbin/rmmod ivtv
/sbin/modprobe ivtv
/usr/bin/ivtv-tune -c3 -d /dev/video0
The rmmod and modprobe may not be nessary but the three times I have to type this manual I have done it in that order and it works. I'm not sure what the underlaying problem is that is causing me to have these issues, especially since I haven't had them in v3.2 or in any other of the distro's I've used recently

Not sure what the issue is either. No one else has had this problem with the 350. It just works. The TV-out is the biggest issue for this card but that "should" be corrected in version 5.0.
